DEPARTMENT OF TRANSPORTATION

Job description

Reporting to the Deputy Commissioner of Traffic Operations, DOT is seeking an experienced transportation professional to serve as the Assistant Commissioner of the Automated Enforcement Unit. Working under general direction, with wide latitude for independent judgment and action, the Assistant Commissioner will manage, direct, and coordinate the unit, which has responsibility for the Red Light Camera, Fixed and Mobile Speed Camera, Bus Lane Camera, Weigh-in-Motion, and the MTA ACE Mobile Bus Lane Camera programs. This unit is poised for historic expansion following recent state legislation authorizing the city to increase the number of red-light cameras and bus lane cameras citywide. The unit currently has approximately 270 staff and is expected to continue to grow over the next few years as additional enforcement authorities expand. Responsibilities include oversight of the Automated Enforcement’s operational initiatives as well as management of a newly issued contract which includes new technology, operational changes and auditing functionality. This critical procurement represents one of the largest technology and operational investments in the agency's history, with significant financial and long-term strategic implications for the City. As a core part of the Vision Zero Initiative, the Automated Enforcement Programs have become a major factor in decreasing crashes, fatalities, and infrastructure damage throughout the city. The Assistant Commissioner will serve as an advocate for the programs, set policies and procedures, and act as an advisor for other states seeking to establish their own enforcement programs. Responsibilities include reviewing and planning engineering studies to evaluate current camera sites and make determinations for future camera site locations; the oversight and management of the private contractor(s) who provide the systems, the camera maintenance, and violations for staff review; and managing the program expansion, including budgeting exercises, and facilities coordination. Other responsibilities include preparation of detailed reports concerning the automated enforcement programs, including tracking and assessment of violations issued, and other reports for planning and budgeting purposes, or other assignments equivalent to these described. Key Responsibilities • Program Management: Direct the daily operation of 2,200+ fixed speed cameras, 500+ red light cameras, and 1,000+ dashboard-mounted MTA Bus (ACE) cameras, as well as two Weigh in Motion systems • Violation Oversight: Lead the processing of Notices of Liability (NOL) issued to vehicle owners for traffic infractions. Provide advice, guidance, and set policy for the unit’s functions • Technology & Innovation: Evaluate new enforcement technologies, prepare Requests for Proposals (RFPs), and coordinate the citywide installation of new camera infrastructure. • Contractor Relations: Act as the primary liaison between NYC DOT and technology vendors, ensuring contract performance is transparent, timely, and aligned with Department interests. Ensure that the current contract requirements are met and oversee the audit of the contractor’s work performance • Strategic Policy: Stay current on state and local legislation regarding speed limits, red light running, and adapt enforcement best practices. • Administrative Leadership: Oversee three satellite offices, manage unit overtime budgets, and lead staff discipline and documentation process.
